On the afternoon of 26/5, General Secretary and President To Lam, head of Inspection and Supervision Team 10 of the Politburo and Secretariat, chaired a conference to approve the draft report on the results of the second inspection round for the National Assembly Party Committee's Standing Committee.
General Secretary and President To Lam stated that the inspection revealed the National Assembly Party Committee clearly demonstrated its core political leadership role in legislative work, supervision, and deciding important national issues. It has also begun to focus on developing cadre evaluation criteria in the new context, especially after organizational restructuring. However, this area still requires stronger innovation.
He emphasized that the current demands for national development are high, necessitating innovation in national governance models and creating new growth momentum. In this context, cadre evaluations cannot merely focus on "completing tasks" safely, superficially, or by avoiding responsibility. Cadre assessments must be substantive, continuous, multi-dimensional, and closely linked to work results, specific outputs, and the level of political task completion by agencies and units.
"Link evaluations with cadre placement and utilization: those who perform well will be highly valued and assigned significant tasks. Those who do not meet requirements will be promptly replaced or reassigned appropriately," he stated.

The General Secretary and President demanded an end to situations where cadres are evaluated as "very good" yet their work stagnates and agency or unit performance remains low. He also cautioned against uniform evaluation mechanisms that diminish motivation, creativity, and responsibility among cadres.
Regarding the implementation of the two-tier government model and organizational restructuring, General Secretary and President To Lam commended the National Assembly Party Committee's decisive leadership and direction. The National Assembly has passed a resolution to amend and supplement several articles of the 2013 Constitution and has revised numerous important provisions related to the state apparatus. This major organizational reform has largely ensured smooth, stable operations, preventing disruption to the political system and avoiding negative impacts on citizens and businesses.
The General Secretary and President called for continued close monitoring of on-the-ground operations, particularly at the commune level after restructuring, to promptly address challenges related to staffing, cadre capacity, resource provision, and authority delineation. This includes resolving difficulties highlighted in supervision reports, such as increased workload at the commune level, some cadres' confusion, instances of uniform organizational and staffing structures, and implementation capacity in some areas not keeping pace with decentralization requirements.
"We must prevent situations where decentralization occurs without sufficient resources, personnel, or implementation capacity," General Secretary and President To Lam emphasized.
According to the Party and State leader, the two-digit growth target is ambitious, challenging, and has few precedents. Legislative work must continue to innovate strongly; it must shift decisively from a management mindset to a development-oriented approach, creating a legal framework to foster innovation, unleash productive forces, and unlock all resources.

The General Secretary and President demanded that regulations hindering development be amended. However, he also noted that if every case requests exceptional mechanisms, deviating from the norm, the unity and stability of the national legal system must be considered.
Regarding the implementation of Politburo Resolution 57 on science, technology, innovation, and national digital transformation, General Secretary and President To Lam praised the National Assembly's focused leadership and direction in completing many foundational and key laws supporting these areas. However, data infrastructure and software platforms remain unsynchronized. Systems are not yet interconnected. Specialized human resources in data and artificial intelligence are scarce. Legislative thinking in some areas has not kept pace with technological development.
The General Secretary and President urged the National Assembly Party Committee to continue leading the development of a digital National Assembly and digital legislation, enhancing policy analysis capabilities based on big data and artificial intelligence. Concurrently, the National Assembly must quickly complete the legal framework for emerging fields such as the digital economy, digital assets, digital data, and other new areas arising in practice.
He also called for an evaluation of the one-year implementation results of the two-tier government model, following central guidelines, and for timely adjustments and additions to legal provisions as appropriate. The central preliminary review conference is scheduled for early July, which will provide an important basis for further refining and adjusting regulations to suit practical realities.

National Assembly Chairman Tran Thanh Man stated that immediately following this working session, the National Assembly Party Committee and its affiliated Party organizations will continue to lead and direct efforts to address the shortcomings identified by the inspection team, while also focusing on implementing several key tasks.
The National Assembly Party Committee will focus on successfully preparing for the second session, ensuring the quality of laws and resolutions, and meticulously preparing session agendas well in advance. The National Assembly will conduct a comprehensive review of the legal document system to accurately, fully, and comprehensively identify the current state of the legal system and propose comprehensive solutions.
The National Assembly Chairman also emphasized the need to innovate the content and methods of evaluating cadres and Party members, focusing on substantive, objective assessments based on concrete task performance and clear outputs, with a spirit of immediate and effective action.
