Vice chairman of people's council and head of quang ninh provincial internal affairs department expelled from party

Nguyen Duc Thanh, secretary of the party committee and standing vice chairman of the provincial people's council, and Diep Van Chien, head of the quang ninh provincial party committee's internal affairs department, have been expelled from the party by the secretariat.

During a meeting on 26/5, the Secretariat concluded that Nguyen Duc Thanh and Diep Van Chien had degenerated in political ideology, ethics, and lifestyle. They violated Party and State regulations while performing their assigned responsibilities and duties.

The two officials were also found to have committed violations in anti-corruption, anti-waste, and anti-negativity efforts. They further violated rules for Party members and the responsibility to set an example. These violations resulted in very serious consequences, public outrage, and severely damaged the reputation of the Party organization and their respective agencies and units.

Consequently, the Secretariat decided to expel Nguyen Duc Thanh and Diep Van Chien from the Party. Functional agencies were requested to impose administrative discipline on Thanh and Chien, consistent with the Party discipline.

Last April, the Quang Ninh Provincial People's Council recalled Nguyen Duc Thanh and Diep Van Chien as provincial People's Council delegates, citing "violations of the standards for a People's Council delegate."

Nguyen Duc Thanh, 56, is originally from Hung Yen. He holds a Master of Public Management, a Bachelor of Economics, and a Bachelor of English. Thanh has served as Vice Chairman of the Quang Ninh Provincial People's Council since 9/2025. Prior to that, he was the Head of the Quang Ninh Provincial Party Committee's Inspection Commission.

Diep Van Chien, 50, is a native of Quang Ninh. His qualifications include a Master of State and Law Theory and History, a Bachelor of Law, and a Bachelor of Economics. He has held the position of Head of the Quang Ninh Provincial Party Committee's Internal Affairs Department since 11/2023.
