The General Secretary emphasized the urgent need to transform the development model based on science, technology, and innovation, while achieving double-digit growth through a new growth model. On the morning of 7/1, General Secretary To Lam met with the Central Policy and Strategy Board to discuss directions for developing two resolutions: one on innovating the national development model based on science, technology, innovation, and digital transformation; and another on strategic solutions to promote double-digit growth linked to establishing a new growth model. He assessed the initial research results of the Central Policy and Strategy Board as comprehensive, noting they had proposed major policies and solutions. He requested full incorporation of feedback to finalize the two draft resolutions for submission to the Politburo and the Central Committee.

The Party leader specified that the development of these two resolutions must meet five requirements. First, they must closely adhere to and fully institutionalize the viewpoints and objectives outlined in the draft documents of the 14th Party Congress. The resolutions must possess foresight, broad scope, and depth, avoiding influence by short-term interests or term-based thinking. The General Secretary demanded that the resolutions originate from and be rooted in Vietnam's reality, not mechanically copying or rigidly following foreign models. They must also ensure high feasibility and actionable plans, linked to specific roadmaps, steps, and implementation resources.
Additionally, the resolutions need to inspire, fostering high unity throughout the Party and political system, and societal consensus. This will ignite the nation's aspiration to contribute and advance through knowledge and creativity.
Regarding major orientations, the General Secretary clarified that transforming the development model and establishing a new growth model primarily involves a strong shift in mindset:
: From extensive to intensive development; from reliance on resources and simple labor to knowledge, technology, and productivity; from management to development facilitation; and from the State "doing it all" to "creating conditions for society and businesses to innovate".
All economic sectors need to be fully utilized, with the state economy playing a leading, facilitative, and pioneering role, and the private economy serving as the most important driving force of the national economy. Rapid development must go hand-in-hand with sustainability, linked to social progress, equity, environmental protection, and improving people's lives. High growth must be based on stability, with macroeconomic stability and ensuring major balances as prerequisites.
The General Secretary stressed that transforming the development model based on science and technology is not merely an economic requirement, but a comprehensive strategic issue. It is linked to innovating the Party's leadership and governance methods, enhancing the State's management and administration effectiveness, perfecting institutions, developing human resources, ensuring national defense and security, and elevating the nation's standing. The Party leader stated that this is an imperative path to realize the nation's two 100-year goals: building a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam. Science, technology, innovation, and digital transformation must be established as the primary, fundamental drivers of the development model and long-term double-digit growth.
At the working session, the General Secretary also proposed researching and developing a resolution on building an orderly, disciplined, safe, healthy, civilized, and developed society. He assigned the Central Policy and Strategy Board to coordinate with relevant agencies to conduct research and submit it to the Central Committee in 2026.
