Speaking at the Central Steering Committee meeting for the Development of Science, Technology, Innovation, and Digital Transformation on 30/7 afternoon, General Secretary and President To Lam emphasized: "What is said must be done, commitments must yield results, and what is identified as a strategic, central task must be pursued to the end."
He urged a strong shift from managing progress to managing effectiveness. Each task must clearly define the problem to be solved, the final product, the target users, the responsible agency and individual, the implementation conditions, and evaluation criteria.
A task is only considered complete when its product is put into use, generating measurable and verifiable results. Tasks that are ready must be implemented immediately and carried through to completion. For unresolved issues, the causes, authority, and deadline for resolution must be clearly identified.
For new tasks without precedent, the General Secretary and President requested controlled experimentation. "Do not avoid doing something because it is difficult, but also do not scale up without proven effectiveness," he stated.
According to the General Secretary and President, the primary objective and key metric of Resolution 57 in the new phase is to fundamentally transform from simple labor to creative labor, linked with improving the quality of the national human resources.
Farmers must gradually become digital farmers, mastering modern agricultural technology; workers must master advanced technology and equipment; entrepreneurs must become a pioneering force for innovation; and officials must shift from a management mindset to a development-oriented mindset. "Creative labor must become the nation's most important resource in the future," he said.

The Party and State leader urged focusing resources to form competitive products, markets, and businesses. All research tasks must aim for applicability, commercialization, and enhancing the competitiveness of the economy and society as a whole.
Resources should be prioritized for fundamental, strategic tasks with high spillover potential and clear end-users; overcoming fragmented investment that fails to create strong products and capabilities.
Enterprises must participate from problem identification, research, testing, to product commercialization. The State should focus on institutional development, placing orders, sharing risks, and creating initial markets for technology products. Research institutes and universities must be more closely linked to the country's development needs and enterprises, and be evaluated by the technology, products, and real value created.
According to him, every citizen can become a subject of innovation; every enterprise must consider innovation a vital condition for development; every official must adopt a constructive mindset. Each ministry, sector, and locality must become a center of innovation in its field, contributing to building a learning society and spreading an innovation culture.
The General Secretary and President urged all Party committees and localities to promote the shift from simple labor to creative labor, relying more on knowledge and technology throughout society, "not letting the resolution remain a slogan or a mere emulation movement."

At the meeting, Chief of the Central Office of the Party Committee Nguyen Hai Ninh announced the Politburo's decision to consolidate the Steering Committee, comprising 31 members. Prime Minister Le Minh Hung was assigned as Head of the Committee.
The Deputy Heads include: Permanent Member of the Secretariat Tran Cam Tu; Standing Vice Chairman of the National Assembly Do Van Chien; Minister of Public Security Luong Tam Quang (Permanent Deputy Head); Deputy Prime Minister Ho Quoc Dung; Vice President and Secretary General of the Vietnam Fatherland Front Central Committee Ha Thi Nga.
