The decision to appoint Le Hong Vinh took effect on 21/9. On the same day, the Quang Tri Provincial People's Council elected Bui Hoang Phuong as Chairman of the Provincial People's Committee for the 2026-2031 term, succeeding Vinh.

Le Hong Vinh, 52 years old, is from Nghe An. He holds a master's degree in science and technology management. Vinh rose through the ranks in the construction and transport sectors, previously serving as Deputy Director of the Nghe An Department of Transport, Secretary of the Anh Son District Party Committee, Head of the Provincial Party Committee's Inspection Commission, and Standing Vice Chairman of the Nghe An Provincial People's Committee.

In 1/2025, Vinh was elected Chairman of the Nghe An Provincial People's Committee. In 11/2025, he was assigned to serve as Deputy Secretary of the Provincial Party Committee and Chairman of the Quang Tri Provincial People's Committee, as part of a rotation where provincial-level leaders were not from the local area.

During Vinh's leadership, Quang Tri focused on stabilizing its administrative apparatus after mergers and operating its two-tier local government. In the first six months of 2026, the province's gross regional domestic product (GRDP) increased by 8,1%; industrial production grew by 8,8%; and budget revenue reached 6,895 billion VND. However, Quang Tri still faces pressure to achieve its 10,6% growth target for this year. Many key projects have seen slow implementation, site clearance issues persist, and public investment disbursement has not met requirements.

At the Ministry of Construction, Vinh returns to a field where he previously worked for many years. The Ministry currently oversees both construction and transport, with major tasks including: preparing the North-South high-speed railway project, implementing the Lao Cai - Ha Noi - Hai Phong route and other expressway projects; promoting social housing construction, and resolving challenges in the real estate market.

The current Minister of Construction is Tran Hong Minh, with seven deputy ministers: Nguyen Van Sinh, Le Anh Tuan, Nguyen Tuong Van, Nguyen Xuan Sang, Bui Xuan Dung, Pham Minh Ha, and Le Hong Vinh.
