Hanoi cracks down on parking under overpasses

Numerous areas under Hanoi's elevated roadways, used for parking thousands of cars and motorbikes day and night, are being cleared.

A parking area under the Ring Road 2, near the Vinh Tuy bridge in Vinh Hung ward, has operated for years, stretching approximately 500 m.

This enclosed parking area, secured by a metal fence and staffed with attendants, displays signage indicating the authorized parking operator. Several hundred cars, primarily parked close to the bridge supports, occupy this space.

Parking fees range from 20,000 VND per hour to 2.7 million VND per month.

The area under an overpass near the University of Transport and Communications accommodates approximately 100 cars.

The base of the Nhon-Hanoi railway project's S8 station, opposite the University of Transport and Communications and Thu Le Zoo, also serves as a parking lot. Dozens of cars are parked around the pillars without any fire safety equipment.

The area under Chuong Duong bridge (in Cua Nam ward) provides parking for around 500 motorbikes. Many are parked dangerously close to electrical cabinets, posing a significant fire hazard.

Nearby, under the Nguyen Khoai embankment overpass where another fire on 30/8 destroyed at least 500 motorbikes, hundreds of impounded vehicles remain.

The parking area under Chuong Duong bridge announced its closure today.

Following a recent fire that destroyed approximately 500 motorbikes under the Vinh Tuy bridge overpass, Hanoi's Department of Construction issued a directive on 3/9 requiring the removal of all parking areas from under overpasses by 30/10. The Ministry of Construction has also instructed provinces and cities to develop similar removal plans. The Vinh Tuy fire, which scorched an area of about 300 square meters, also caused damage to the bridge's concrete supports and beams.

Regulations stipulate that parking lots are not permitted on land designated for roadways, including areas under overpasses. Therefore, local authorities are prohibited from establishing paid parking services in these areas.
