On 20/8, the Hanoi People's Committee (HPC) issued an official document regarding arrangements for residents and tourists to observe the August Revolution and National Day celebrations, including the parade on 2/9. The city will provide essential supplies like drinking water, dry rations, and instant noodles. It will also arrange sheltered areas and free bus routes, especially for the elderly traveling to Hanoi from other localities.
Along the parade route, authorities will ensure security and prioritize seating for veterans, the elderly, women, and children. Rehearsals are scheduled for 21/8, 24/8, and 30/8, preceding the official celebration and parade at 6:30 am on 2/9 in the capital.

In addition to watching the parade in person, people can view it on large outdoor screens. The city will install 22 screens at 18 public locations along three main routes: 7 screens along Van Cao - Quan Ngua Sports Stadium - Kim Ma - Nguyen Thai Hoc; 6 screens along Nguyen Thai Hoc - Trang Thi - Trang Tien - August Revolution Square; and the rest at public locations and gateways to the capital like Long Bien, Hoa Binh, Cau Giay, Nguyen Trai, and the National Exhibition Center.
Furthermore, 136 existing LED screens at agencies, schools, and stadiums, along with 127 screens from social resources citywide, will be utilized, prioritizing broadcast time for promotional activities.
With many roads closed or restricted during the event, the city recommends using public transport. Two metro lines will extend their operating hours: from 5:30 am to midnight on 21/8, 24/8, 27/8, and 29/8; from 5 am to 10 pm on 30/8; and from 5:30 am to midnight on 1/9. On 2/9, the metro will run continuously from midnight to 10 pm, with trains every 6 minutes during peak hours and every 10 minutes during off-peak hours, pausing only for 80 minutes for maintenance.
Several bus routes will serve the central area: route 09A from Hoan Kiem Lake through Kim Ma, Cau Giay to Nguyen Hoang Ton; route 22A from Gia Lam through Kim Ma; route E09 from Smart City to West Lake; route 32 from Giap Bat through Kim Ma to Nhon; and the BRT from Yen Nghia to Kim Ma. For those using personal vehicles, communes and wards will designate parking areas at agency offices, schools, cultural houses, and stadiums.
