The Department of Agriculture and Environment and the Department of Finance will lead the completion of dossiers and advise the City People's Committee to revoke land and terminate project operations as stipulated by law. This action follows a directive issued on 13/4, when the Hanoi Chairman mandated all investors to submit written reports on their project implementation by 30/4. This requirement applied to 341 non-budgetary capital investment projects across the city.
Hanoi required project owners to provide specific information regarding investment progress, construction, site clearance, and fulfillment of financial obligations. Businesses were also asked to detail any challenges encountered, clearly distinguishing between objective and subjective causes for delays.
Additionally, investors were instructed to assess their project implementation capacity, including financial resources, capital mobilization, and organizational execution. They needed to clarify responsibility for the delays and propose resolution plans, along with commitments to future implementation progress.
The City People's Committee previously stated that if investors failed to submit reports by 30/4, or if their reports were insufficient, unclear about their capacity, or lacked concrete commitments, measures such as project revocation or termination would be applied.
