Major roads such as National Highway 51 and Bui Van Hoa street were inundated with rapidly flowing water, causing numerous vehicles to stall and forcing people to wade through the floodwaters. Several roads connecting neighborhoods and wards were submerged, making travel impossible and forcing residents to miss work.

"The rain started around 4 a.m., and water flooded our rented room. My husband and I turned on the lights to find our belongings floating. We couldn't save anything," said Loan, a resident of Phuoc Tan ward.
In Long Hung ward, the area around National Highway 51 was deeply flooded, coinciding with the time workers were heading to factories, resulting in localized traffic jams. Authorities were present to manage and redirect traffic.

By 8 a.m., the water had receded in many inner areas of Bien Hoa, and traffic returned to normal, but low-lying areas remained heavily flooded. In the Cong 11 area of Long Binh ward, floodwaters rose from 5 a.m., submerging rows of rented rooms by over one meter, with belongings floating adrift. On Bui Van Hoa street, water flowing downstream caused flooding of over 0.5 meters, and the strong current stalled many motorbikes, making it impossible to pass.
