This mandate follows Deputy Prime Minister Tran Hong Ha's concluding remarks at a meeting reviewing traffic safety for the first 6 months of 2025.
The Ho Chi Minh City Police Department will lead the effort, collaborating with related agencies to research and propose amendments to the Administrative Violations Law to reflect current conditions. Community service for traffic offenders is among the measures being considered for inclusion.
Currently, community service penalties are not widely used for administrative violations due to the lack of specific legal provisions. Meanwhile, many countries have adopted this practice as an alternative or addition to fines. Offenders may be required to clean streets, assist at community centers, or work at public facilities for a designated period.

In addition to this measure, the Ho Chi Minh City Police Department will intensify enforcement against violations identified as major causes of traffic accidents, such as drunk driving and speeding. The city will also focus on addressing infrastructure issues and traffic organization.
The Department of Construction will develop a "Traffic Safety City" project with goals such as promoting a shift from private vehicles to public transportation, establishing an emissions standards roadmap, and developing green vehicles.
After merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City now has a population exceeding 14 million and manages over 13 million vehicles. According to the Department of Construction, in the first 9 months of this year, the city recorded 1,328 traffic accidents (including collisions), resulting in 666 deaths and 71 injuries, mostly on roads.
Compared to the same period in 2024, accidents in the city decreased by 31%, fatalities by 8%, and injuries by 41%. Currently, only one accident-prone area remains in the city: the Kenh Mot Tan Bridge on Vo Chi Cong Street (formerly Thu Duc City).
