The Ho Chi Minh City Traffic Police department announced on 17/9 that this new payment method has been implemented since yesterday at 19 of the 36 traffic police stations and posts under its management.
For fines up to 500,000 VND for individuals and one million VND for organizations, where no additional penalties like license suspension or vehicle impoundment are involved, officers will issue a penalty decision without a formal written report. Violators can then scan the provided QR code with their phones, transfer the fine amount to the Ho Chi Minh City Police Department's account, and receive a payment receipt.

According to the police, paying fines via QR code ensures accuracy, transparency, safety, and security for residents. It also aligns with the digital transformation trend, contributing to the development of e-government and enhancing service quality.
Some common violations carrying a 500,000 VND fine include driving without a left-side mirror, driving without a license, not wearing a helmet, or improperly fastening the helmet strap.
Phan Thuy Linh, 30, who has previously dealt with traffic violations, explained that paying fines in person often involved visiting the treasury or a bank, then returning to the traffic police station with the receipt to retrieve impounded documents. This process could be quite time-consuming.
"Paying fines via bank transfer is much more convenient, especially since many people don't carry much cash nowadays," Linh said.
Colonel Nguyen Quang Nhat, Head of the Traffic Order and Safety Law Dissemination Department under the National Traffic Police Department, noted that Ho Chi Minh City is among the first provinces and cities to implement QR code payments for traffic fines. This method enhances transparency, minimizes potential corruption, and promotes better compliance with traffic regulations.
A QR code (Quick Response Code) is a two-dimensional barcode that stores information and was invented by the Japanese company Denso Wave. QR codes are used in various applications, including information access and mobile payments.
