Ho Chi Minh City commenced construction of its new administrative center in An Khanh ward on 29/4, with an investment of nearly 30 trillion VND. The project occupies a 46,7-hectare site at the heart of the Thu Thiem New Urban Area.
Sun Group is investing in this project under a public-private partnership (PPP) and build-transfer (BT) contract. The site boasts a prime location, surrounded by major roads, facing the Saigon river, and directly connecting to the existing city center. Aerial views show that the construction site for the new administrative center has largely completed ground leveling, ready for the main construction phase.

The new Ho Chi Minh City administrative center project comprises four components: the administrative center, a central square, a theater, and synchronized technical infrastructure. It is expected to be completed in two years.
The entire area is planned based on the philosophy "of the people - by the people - for the people," with three functional zones designed to create a modern administrative, cultural, and community space within the core of Thu Thiem.

Functional zone 1, named "of the people," is situated along the Saigon river, measuring approximately 169 meters long and 325 meters wide. Functional zone 2, named "by the people," spans about 3,2 hectares and features a central square and a fountain.
The project area is currently fenced off and undergoing ground leveling, preparing for the main construction items.

Functional zone 3, named "for the people," is the core of the entire project. It includes a large square, the administrative center building, and a theater combined with a conference and performance center. The square, spanning 6,6 hectares and approximately 350 meters long, can accommodate 268,000 to 500,000 people. It is designed to host large-scale events such as national parades and ceremonies.

The administrative center block has a floor area of about 272,000 m2, with a design inspired by the motto "independence - freedom - happiness."
The largest building block symbolizes "independence," representing the foundation built upon the sacrifices of previous generations.

The new administrative building is expected to serve over 8,000 officials, civil servants, and public employees, and welcome 1,500 to 2,000 visitors daily through its "one-stop" system. After administrative hours, the facility is designed to become an open space, continuing urban activities into the night rather than being closed off like traditional office models.

Adjacent to the administrative building is a central park featuring a lake spanning approximately 12 hectares. This area is envisioned as a venue for water music, fireworks, and community activities. The area has largely completed ground leveling, while preserving some natural canals within the overall plan.
Next to the administrative center is a multi-functional theater combined with a conference and performance center, with a capacity of approximately 2,000 seats. The facility is designed to host art performances, conferences, exhibitions, and various community activities.

The spaces within the new administrative center are flexibly planned, combining office functions with community facilities such as parks, libraries, and areas supporting economic and service development.

The new administrative center is anticipated to consolidate scattered key agencies, enhance operational efficiency, streamline procedures, and promote a modern urban governance model. The project will directly connect with the Ben Thanh - Thu Thiem Metro Line 2, aiming to form the core of Ho Chi Minh City's international political, administrative, and financial hub, linking Tan Son Nhat and Long Thanh airports.
