The prime minister's proposal details additional support: 5 million Vietnamese dong (VND) for each household undertaking home repairs and 10 million VND for those whose homes were destroyed and require rebuilding. This financial aid will benefit 34,750 households needing repairs and nearly 5,000 households requiring new construction nationwide since the beginning of the year. The assistance aims to help residents restore their livelihoods, acquire essential goods, and purchase necessary equipment.
During a conference with central provinces and cities on 7/1 to implement the "Quang Trung campaign", Prime Minister Pham Minh Chinh announced that 34,700 households with damaged homes have largely stabilized their lives, with electricity and telecommunications infrastructure fully restored.
Emphasizing the goal of ensuring no resident remains without adequate housing by 15/1, the prime minister urged local authorities to mobilize maximum resources, especially from the police, military, and political organizations. He called for efforts to proceed with "lightning speed" to complete the campaign on schedule, prioritizing the well-being and happiness of the people.
Beyond housing reconstruction and repair, the prime minister instructed provinces and cities to swiftly restore essential infrastructure, including electricity, water, telecommunications, and transportation. He also called for additional social resources to help residents stabilize their lives, follow the 14th Party Congress, and celebrate the Lunar New Year in a joyful atmosphere.

These measures follow severe floods and storms in late 2025, which were among the largest in decades, affecting provinces from Ha Tinh to Lam Dong. The natural disasters destroyed 1,597 homes, requiring complete rebuilding, and damaged 34,759 others, necessitating repairs. In response, the prime minister launched the "Quang Trung campaign" in late September 2025 to support residents in rebuilding and repairing their homes.
In executing this directive, the Ministry of National Defense mobilized 249,500 personnel, including officers, soldiers, and self-defense militia, along with 8,900 vehicles. The Ministry of Public Security contributed 11,000 personnel. To date, local authorities have completed repairs on 34,759 damaged homes and constructed 1,046 new homes for affected residents.
