This morning, 21/8, water from upstream streams poured into Long Binh and Phuoc Tan wards, inundating hundreds of homes. Fast-flowing water surged through the streets, completely isolating several neighborhoods.

In Huong Phuoc neighborhood, Phuoc Tan ward, a man waded through rushing water to reach his home. "I just got off work and heard my house was flooded. I had to wade back to lift our belongings because I'm worried about my wife and young child at home alone," he said.

Many cars parked along the streets were submerged overnight, unable to be moved to higher ground.

Mr. Thu, 52, dragged his sofa back into his house after floodwaters swept it into the garden. "The rain was heavy, and the water rose so suddenly. It hasn't flooded this badly in a long time, so we were caught off guard," he said.

The flood, occurring overnight, caught most residents sleeping, leaving them little time to save their belongings. Much of their property was submerged and severely damaged.
According to residents of Huong Phuoc hamlet, this area frequently floods during heavy rain, but this year the floodwaters were higher, rose faster, and receded slower.

Mrs. Hang, 63, a resident of Phuoc Tan ward, salvaged her belongings, moving them to higher ground. "The water didn't rise during the heavy rain, but when the rain stopped, it surged rapidly from somewhere. We were sleeping, and when we turned on the lights and got up, the water was already in the house. We only had time to lift the electronics," she said.

By 11:30, many low-lying areas in Phuoc Tan and Long Binh wards were still under more than 0.5 meters of water. Due to the flooding, many residents were forced to take time off work to clean up their homes.

Many residents' gardens and fields were submerged under nearly two meters of water, even submerging the trellises. "The crops are ruined, and the poultry drowned; we couldn't save them in time," Ms. Ly said.

By midday, many residents had blocked the water from entering their homes and were using pumps to remove the floodwaters.

Residents used buckets to bail out water and clean up. "I tried to block the water, but it still flooded my house. I have to stay home today to clean up," Mr. Thang said.

Heavy rain early this morning caused extensive flooding in several areas of Long Binh, Phuoc Tan, and Long Hung wards. Hundreds of homes were submerged under 0.5 to nearly two meters of water, with cars and other property swept away.
According to the Dong Nai Hydrometeorological Station, rainfall from last night until 7 a.m. this morning was measured at 114 mm in Binh Son, 70 mm in Bien Hoa, 72 mm in Long Thanh, 66 mm in Xa Lo 25, 62 mm in Cam My, 45 mm in Long Khanh, 39 mm in Trang Bom, 34 mm in Hang Gon, and 32 mm in Lam San. The heavy rain caused flooding in some low-lying areas and along streams in the former Bien Hoa city center and the former districts of Long Thanh, Long Khanh, and Cam My.
