Common violations included exceeding passenger limits on motorcycles and parents wearing helmets but not ensuring their children wore them. Some students rode without helmets, license plates, or even driver's licenses. One student attempted to conceal their license plate with a face mask. All violations resulted in citations and vehicle impoundment.
Le Manh Thang, a 16-year-old student from Tuong Mai ward, was stopped for not wearing a helmet. He explained, "I was in a hurry to get to school and forgot."
Lieutenant Colonel Tran Van Dung of Traffic Police Unit 14 stated that in cases involving underage drivers, authorities would also investigate the vehicle owners who allowed unlicensed individuals to operate their vehicles.
Near Yen Lang street, Traffic Police Unit 3 issued 10 citations in under an hour. The most frequent violation was parents failing to ensure their children wore helmets, including one case where a parent transported three young children without helmets.
Similar violations were observed and addressed at the Phan Dinh Phung - Cua Bac intersection by Special Task Force Number 1 of the Hanoi Traffic Police Department. About 7 miles away, Traffic Police Unit 7 and Ha Dong ward police issued multiple citations near Le Loi High School. The list of student violators will be compiled and sent to the Hanoi Department of Education and Training for coordinated disciplinary action.
By 9:30 a.m. on 12/9, the Hanoi Traffic Police Department had processed 124 student violations and 13 parent violations. Since 5/9, the department has conducted over 20 educational sessions at schools, reaching over 10,000 students, university students, faculty, and staff. They have also partnered with schools to promote the "Safe School Gates" program and facilitate agreements among students, parents, and schools to uphold traffic safety.
