The National Center for Hydro-Meteorological Forecasting reported that at 7 PM, the storm had weakened to 117 km/h, level 10-11, with gusts of level 13, and was moving west-northwest at about 10 km/h. Dien Chau (Nghe An) recorded winds of level 10, gusts of 12; Ky Anh (Ha Tinh) level 8, gusts of 11; and Cam Nhuong (Ha Tinh) level 9, gusts of 12.

In Thanh Hoa province, streets along the coast of Sam Son ward were flooded with debris. "The high tide combined with the storm winds has thrown bricks, stones, and concrete slabs onto the roads, making them impassable," a traffic police officer said. Many mountainous villages in Quang Tri province were isolated due to moderate to heavy rain, despite being outside the storm's center. Rainfall in the past two hours in the northern part of the province ranged from 100-300 mm, with some areas recording higher levels: Ho Be 316 mm, Tan Lam 332 mm, and Ho Vuc Tron 339 mm.
