The announcement of the prime minister's decision regarding Trung took place at the Government Office on the morning of 30/8, six months after he became chief of the Party Central Committee’s Office.
Trung takes over from Bui Thanh Son, who had concurrently held the positions of deputy prime minister and minister of foreign affairs since August 2024. Son now serves solely as deputy prime minister.

Trung, 64, from Huong Thuy Town, Hue City, holds a doctorate and a master's degree in international law and diplomacy. He is a member of the 12th and 13th Central Committees of the Communist Party and a member of the 13th Politburo.
In his diplomatic career, Trung has served as third secretary, counselor, deputy permanent representative of Vietnam to the United Nations (New York), and director general of the Department of International Organizations at the Ministry of Foreign Affairs.
He became deputy minister of foreign affairs in December 2010 and was reappointed in October 2014 after completing his term as ambassador and permanent representative of Vietnam to the United Nations (2011-2014).
In March 2021, the Politburo assigned Trung to the position of head of the Party Central Committee’s Commission for External Relations. He was also elected to the Politburo in October 2023. In February 2025, the Politburo assigned him to the position of chief of the Party Central Committee’s Office.

The Ministry of Foreign Affairs is a government agency responsible for managing state affairs related to foreign relations. This includes diplomatic activities, border and territorial issues, overseas Vietnamese communities, international treaties and agreements, managing Vietnam's representative offices abroad, and the activities of foreign representative offices in Vietnam.
The ministry also manages public services within its jurisdiction, advises on strategic direction, implements the Party and State's foreign policies, and directs people's diplomacy and local foreign affairs activities.
The current acting minister of foreign affairs is Le Hoai Trung, with the deputy ministers being Nguyen Manh Cuong, Nguyen Minh Vu, Dang Hoang Giang, Le Anh Tuan, Ngo Le Van, Le Thi Thu Hang, and Nguyen Minh Hang.
