On 30/5, the government issued Decree 192, stipulating specific allowance regimes in the health sector and monthly support for village and neighborhood health workers and village midwives. The decree will take effect from 15/7.
According to the regulations, lead surgeons, principal anesthesiologists, or lead acupuncturists will receive an allowance ranging from 100,000 to 560,000 VND per surgical procedure. This represents the highest specific allowance for medical staff.
Assistant surgeons, assistant anesthesiologists, or assistant acupuncturists will receive an allowance from 60,000 to 400,000 VND per case. Surgical assistants will be compensated 40,000 to 240,000 VND. The allowance for medical procedures will be 0,3 times the corresponding surgical allowance.

For 24-hour on-call shifts on working days, medical staff at special-class and class one health facilities, the Central Institute of Forensic Psychiatry, and the Bien Hoa Central Institute of Forensic Psychiatry will receive an allowance of 325,000 VND per shift. An allowance of 255,000 VND applies to class two health facilities, regional forensic psychiatry centers, the Military Institute of Forensic Medicine under the Ministry of National Defense, the Forensic Assessment Center under the Institute of Criminal Science, Ministry of Public Security, and the National Coordination Center for Human Organ Transplantation.
Other health facilities, forensic departments under Provincial Police Criminal Technical Departments, public pre-hospital emergency facilities, commune health stations, military-civilian health stations, military-civilian clinics, People's Public Security clinics, and public social support facilities under the Ministry of Health will receive 185,000 VND per shift. Individuals on duty at facilities caring for meritorious people and other public social support facilities will receive 70,000 VND.
Medical staff on 24-hour shifts in special departments or areas will receive an allowance 1,5 times the standard rate. On-call duty on weekly holidays will be compensated at 1,3 times the rate, and on public holidays or Tet, it will be 1,8 times the rate.
Those on 12-hour or 16-hour shifts in special departments or areas will receive 0,5 times and 0,75 times the corresponding allowance, respectively. Doctors and nurses on resident duty will receive 35,000 to 160,000 VND, depending on the health facility's classification. Individuals on 24-hour shifts will receive an additional 40,000 VND for meals.
Health workers participating in the prevention and control of Group A infectious diseases will receive an allowance of 280,000 to 420,000 VND per day; those in Group B will receive 280,000 VND, and those in Group C will receive 210,000 VND. The allowance for 24-hour on-call duty for epidemic prevention is 280,000 VND, increasing to 1,3 times on holidays and 1,8 times on public holidays or Tet. Participants in epidemic prevention will also receive 40,000 VND for meals each day. Collaborators and volunteers involved in Group A epidemic prevention will receive 170,000 to 280,000 VND per day.
For village and neighborhood health workers and village midwives, the monthly support will be 0,7 times the base salary in areas with 350 or more households, or disadvantaged communes and neighborhoods with 500 or more households. Other areas will receive 0,5 times the base salary each month. Under current regulations, the base salary from 1/7 is 2,53 million VND.
