On the afternoon of 11/9, leaders of the Thanh Hoa Provincial People's Committee office confirmed that Liem's assignment was made in accordance with regulations and based on directives from the provincial party committee to ensure smooth operations.
Earlier, provincial party committee secretary Nguyen Doan Anh sent an official dispatch to the standing board of the provincial people's committee party unit and the provincial people's committee. The dispatch stated that to maintain operations, vice chairman Mai Xuan Liem would be in charge while chairman Do Minh Tuan and standing vice chairman Nguyen Van Thi are absent.

The provincial party committee also assigned Do Hong Quang, deputy secretary of the provincial people's committee party unit, to oversee the party unit's work.
Regarding the provincial people's council, while standing deputy secretary of the provincial party committee and chairman of the provincial people's council Lai The Nguyen is away, standing vice chairman Le Tien Lam has been assigned to manage its operations.
At the Department of Industry and Trade, deputy director Tran Duc Luong has been assigned to take charge during director Tran Anh Chung's absence.
These decisions are effective until the provincial party committee's standing board issues new directives. The provincial party committee and the Thanh Hoa Provincial People's Committee have not yet provided reasons for the officials' absences.
In addition to chairman Do Minh Tuan, the leadership of the Thanh Hoa Provincial People's Committee for the 2021-2026 term includes three vice chairmen: Nguyen Van Thi, Mai Xuan Liem, and Dau Thanh Tung. Another vice chairman, Le Duc Giang, was previously prosecuted and detained by the Ministry of Public Security's investigative police agency on corruption, economic, and smuggling crimes (C03) for alleged abuse of power.
