Mr. Truong Quoc Huy requests to step down as Secretary of Phu Tho Provincial Party Committee

Mr. Truong Quoc Huy submitted a request to the Politburo to resign as Secretary of Phu Tho Provincial Party Committee and step down as a National Assembly delegate due to personal reasons.

On the afternoon of 9/1, at a conference announcing the Politburo's decision on personnel matters, a representative from the Central Organization Committee stated that the Politburo agreed to allow Mr. Truong Quoc Huy to cease participation in the Executive Committee, Standing Committee, and resign as Secretary of Phu Tho Provincial Party Committee for the 2025-2030 term. The Politburo also approved his request to step down from related positions and retire at his personal wish.

Mr. Truong Quoc Huy resigned as Secretary of Phu Tho after holding the position for over three months. He will be replaced by Pham Dai Duong, Deputy Head of the Central Policy and Strategy Committee.

Truong Quoc Huy, 56, is from Nam Dinh (now Ninh Binh). He holds a bachelor's degree in labor economics and a master's in economic management. He is a delegate to the 15th National Assembly.

His career includes serving as General Director of Vicem Hoang Mai Cement Company (Nghe An), General Director of Vicem But Son Cement Joint Stock Company, Vice Chairman of Ha Nam Provincial People's Committee (former), and Secretary of Duy Tien District Party Committee. In 9/2020, he became Chairman of Ha Nam Provincial People's Committee, then Secretary of the Provincial Party Committee in 3/2025.

When Ha Nam, Nam Dinh, and Ninh Binh merged to form the new Ninh Binh province in 6/2025, the Politburo appointed Mr. Huy as Secretary of the Provincial Party Committee. In late 9/2025, during a cadre rotation implementing a policy that provincial leaders should not be from the local area, the Politburo transferred Mr. Huy to serve as Secretary of Phu Tho Provincial Party Committee.
