Around 0:10 on 7/6, a 45-year-old male driver from Hanoi was operating a dump truck laden with mud on Vo Chi Cong street, traveling from Xuan La towards Nhat Tan bridge. Approaching alley 685 Lac Long Quan, the driver encountered an obstacle and braked abruptly, causing mud to spill onto the roadway.
Approximately 100 meters of the road's car lane became covered in mud and soil, including large pieces of concrete and bricks. This uneven surface led to two motorcyclists falling and sustaining abrasions.
Road Traffic Police Team No. 2 of the Hanoi City Police, in collaboration with Tay Ho Ward Police, promptly arrived to manage traffic and issue warnings. The spilled mud was cleared that same morning.
By afternoon, police identified the driver responsible and summoned him to the station. The driver admitted to the violation, received an administrative fine of 3 million VND, and was ordered to rectify the damage.

Hanoi has seen an increase in construction waste trucks due to ongoing traffic and drainage projects, leading to frequent spills. In March, dozens of individuals were injured and hospitalized after falling on To Hieu and Quang Trung streets due to mud and soil spills. Earlier in May, Lang Ha street was covered in mud from a dump truck.
Under Decree 168/2024, transporting soil, rocks, waste, or bulk goods without adequate covers, resulting in spills, carries fines from 2 million to 4 million VND. Illegally dumping waste onto streets incurs higher penalties, ranging from 10 million to 15 million VND.
