The opening session is scheduled for 8:15 a.m. at the National Assembly House. Following the opening address by National Assembly Chairman Tran Thanh Man, Prime Minister Le Minh Hung will present a report on the implementation of the 2026 socio-economic development plan and outline the plan for 2027.
During the session, the National Assembly will receive a verification report on socio-economic matters. The President of the Vietnam Fatherland Front Central Committee will then present a summary of opinions and recommendations from voters and the public. Concurrently, the Head of the Committee for Public Aspirations and Supervision will report on the progress made in addressing voter recommendations submitted during the first session.
Later in the morning, the Government will submit two draft laws to the National Assembly, both prepared by the Ministry of Science and Technology. These include an amended Law on Measurement and an amended Postal Law. Following the verification reports, delegates will engage in group discussions on these two legislative proposals.
In the afternoon, the National Assembly will review reports concerning the state budget and public investment for 2026, as well as the plan for 2027. Additionally, the budget settlement for 2025 will be examined. The Government will also introduce three draft laws addressing: small and medium-sized enterprise development, amendments to securities regulations, and independent accounting and auditing.
The Minister of Public Security is slated to report on the review and refinement of the amended Criminal Code and present the amended Law on the Organization of Criminal Investigation Agencies. Towards the end of the afternoon, delegates will hold group discussions on the three financial sector draft laws introduced earlier.
Prior to the official opening, the National Assembly will hold a preparatory meeting at 7:45 a.m. to discuss and vote on the session's agenda.

The year-end session is scheduled for 28 working days, divided into two phases: from 17/10 to 14/11 and on 20-21/11. The National Assembly has allocated six Saturdays and one Sunday for meetings, with a recess from 15 to 19/11 to allow agencies to incorporate feedback and revise draft legislation. The closing session is anticipated for the afternoon of 21/11, with 23/11 reserved as a contingency day.
A significant legislative agenda marks the session, with 47 draft laws and resolutions slated for consideration. Of these, 43 projects are expected to be approved, and four will be reviewed for initial feedback. Many of these legislative matters directly impact land, housing, employment, social insurance, healthcare, and business activities.
Notably, the National Assembly plans to simultaneously consider and approve three amended laws: Land, Housing, and Real Estate Business. According to the tentative schedule, all three are set for a vote on the morning of 21/11. During this session, the National Assembly will also review the amended Criminal Code, the amended Criminal Procedure Code, and a resolution piloting a mechanism for recovering and managing assets related to crimes without requiring a conviction.
The social welfare policy group includes amendments to the Social Insurance Law; a law modifying provisions related to labor, archiving, gender equality, Red Cross activities, and employment; and a law amending provisions concerning children, people with disabilities, medical examination and treatment, pharmaceuticals, the elderly, and health insurance.
Four draft laws are introduced for initial discussion: the amended Food Safety Law, the Cultural Industry Development Law, the Derivative Commodity Transactions Law, and the Vietnam Maritime and Inland Waterways Code. These are expected to be submitted for approval at the third session.
Given the extensive legislative workload, the questioning session is scheduled for a single day, 12/11, focusing on two ministers. At a press conference on the afternoon of 16/10, Hoang Nam Hai, a full-time delegate at the Committee for Public Aspirations and Supervision, stated that delegates would select two out of six key areas: healthcare; agriculture and environment; education and training; science and technology; finance; and internal affairs. Relevant ministers and sector heads will also participate to clarify issues under their purview.
Beyond legislation and questioning, the National Assembly will finalize the socio-economic development plan, budget estimates, central budget allocation, and public investment plan for 2027. It will also review the budget settlement for 2025. These decisions are crucial for setting development goals and allocating resources for the coming year.
