A native of Thanh Hoa, Nguyen Anh Tuan holds a doctorate in economic management. He is a member of the Party Central Committee for two terms, the 13th and 14th, and a National Assembly delegate for the 15th and 16th terms.
He served for many years at the Central Youth Union, holding positions such as deputy head of the School Youth Department, chief of office, secretary of the Central Executive Committee, and permanent secretary of the Central Youth Union. In November 2020, he was elected first secretary of the Central Youth Union.
In September 2022, the Politburo assigned him as secretary of the Bac Ninh Provincial Party Committee. At 43, he was the youngest provincial Party Committee secretary nationwide. During his tenure, he and the provincial leadership promoted socio-economic development. In 2024, the province's GRDP reached nearly 233 trillion VND, with a per capita GRDP of approximately 6,700 USD, about 1,3 times the national average. The economic scale for 2025 (pre-merger) was around 250 trillion VND.
In July 2025, following the merger of Bac Ninh and Bac Giang into a new Bac Ninh province, he was transferred to the central government. He assumed the role of deputy head of the Central Policy and Strategy Department, participating in research and advising on socio-economic development policies and directions.
On 5/3, the Executive Committee of the Vietnam General Confederation of Labor elected him chairman for the 2023-2028 term. This election occurred three days after the Politburo appointed him secretary of the agency's Party Committee.
Following his re-election for the 2026-2031 term, Nguyen Anh Tuan will continue to lead the trade union organization. The Vietnam General Confederation of Labor will focus resources on long-term objectives, engage more deeply in policy formulation, and enhance its effectiveness in representing and protecting the legal rights and interests of workers.
After streamlining its apparatus, the Vietnam General Confederation of Labor has identified key breakthroughs: improving the quality of its cadres, especially full-time officials and grassroots union chairmen; accelerating the application of science and technology, digital transformation in union activities; and promoting production and business.
For the new term, the Vietnam General Confederation of Labor aims to: increase membership by 4 million; ensure at least 90% of businesses with 20 or more employees establish a trade union; and recommend at least 300,000 outstanding members for Party consideration.
The organization also strives to promote opportunities for at least 65% of workers in businesses to receive training and enhance their professional skills.
