Nguyen Hoai Anh was elected during a special meeting of the Thanh Hoa Province People's Council on the afternoon of 17/9.
Earlier that morning, the Politburo and the Secretariat assigned Nguyen Hoai Anh to join the Provincial Party Committee, the Standing Board, and serve as deputy secretary of the Thanh Hoa Provincial Party Committee for the 2020-2025 term. He was also nominated for election as chairman of the Province People's Committee by the People's Council.

The 48-year-old Nguyen Hoai Anh, originally from Quang Nam, holds a bachelor's degree in English, a degree in architecture, and a master's degree in public administration. He has held various positions in Binh Thuan Province, including deputy secretary and then secretary of the Provincial Youth Union, secretary of the Tuy Phong District Party Committee, deputy head of the Internal Affairs Committee, and head of the Provincial Party Committee's Mass Mobilization Committee.
In 7/2019, he was elected as standing vice chairman of the Binh Thuan Province People's Council. Over a year later, he became standing deputy secretary of the Provincial Party Committee and chairman of the Provincial People's Council. In 3/2024, he was elected as secretary of the Binh Thuan Provincial Party Committee. By 7/2025, he was transferred to the position of standing deputy secretary of the Lam Dong Provincial Party Committee.
The Thanh Hoa Province People's Committee currently has two vice chairmen overseeing operations: Mai Xuan Liem and Dau Thanh Tung. Five days prior, Nguyen Van Thi, standing vice chairman of the Province People's Committee, was prosecuted and detained on charges of abusing his position and power. Around the same time, Do Minh Tuan, chairman of the Province People's Committee, was unexpectedly absent. Since then, Mai Xuan Liem has been in charge of the committee's operations.
According to Le Minh Hung, head of the Central Organization Committee, the Politburo and Secretariat dismissed Do Minh Tuan from his position as deputy secretary of the Provincial Party Committee, chairman of the Thanh Hoa Province People's Committee, and other related positions due to disciplinary violations.
