Toan, 55, a native of the former Ninh Hoa town, was elected chairman by the Khanh Hoa People's Council during an afternoon session on 16/9.
The new chairman holds degrees in judicial law and party and state administration. He has previously served as head of the provincial Party Committee's Organization Board, secretary of the Cam Ranh City Party Committee, and chief of the Office of the provincial Party Committee.

The same day, the People's Council also approved a resolution to dismiss Tran Quoc Nam from his position as chairman of the Khanh Hoa People's Committee for the 2021-2026 term. Nam was formerly the deputy secretary of the provincial Party Committee, head of the provincial National Assembly Delegation, and chairman of the Khanh Hoa People's Committee.
Earlier, the Politburo agreed to Nam's request to retire, effective 12/9. He will retire early and receive benefits according to current regulations.
In addition to Nam, Pham Van Hau, deputy secretary of the provincial Party Committee and chairman of the Vietnam Fatherland Front Committee of Khanh Hoa Province, has also submitted his resignation.
The standing board of the Khanh Hoa People's Committee now has five members: Chairman Nguyen Khac Toan and four vice chairmen: Nguyen Long Bien, Tran Hoa Nam, Trinh Minh Hoang, and Le Huyen.
