"My Dinh Street is deeply flooded, causing many cars to stall," a resident said. He added that for the past 20 years, this area has flooded after almost every heavy rainfall, averaging two to three times a year. "Apart from raising the foundation as a precaution, there's no other way. We can only put our belongings up high, wait for the water to recede, and then dry out our appliances." Photo: Tung Dinh
