Yen Nhan, a mountainous border commune, has been severely affected by the remnants of Typhoon Kajiki. Landslides and disrupted communication lines have hampered rescue efforts and the distribution of 100,000 VND gifts per person for National Day.
On the afternoon of September 1st, Quach The Thuan, chairman of the Yen Nhan People's Committee (UBND), reported that the commune has a population of 5,500. Gifts have been distributed at communal halls in 4 of the 6 villages. Distribution in My and Khong villages, with 2,500 residents, is still pending due to dangerous flooding. "If weather permits this afternoon, we will send teams to evacuation centers to deliver the gifts," Thuan said.

Typhoon Kajiki has injured two people and forced the emergency evacuation of 123 households (492 people), with 62 households (259 people) still unable to return home. Across the commune, 180 houses are damaged and 24 completely destroyed. Many key roads are impassable, and essential infrastructure like the kindergarten, communal halls, power grid, telecommunications, embankments, and cell towers are severely damaged.
National Day gift distribution is underway in 21 border communes of Thanh Hoa province, aiming for completion before September 2nd.
At noon on September 1st, Vi Van Hoa, from Na Meo village in Na Meo commune, received a gift on behalf of his family of 7. He carefully tucked the 700,000 VND into his child's school report card. "I will use this money for my children's education, so they have a chance to escape poverty," Hoa shared. His neighbor, Lo Van Duan, said he would use the money for a family reunion dinner to celebrate Independence Day.

Hai Phong sets up multiple gift distribution points
On the morning of September 1st, Nguyen Huong Giang, from the Cau Binh resettlement area, was notified by her neighborhood leader to receive a gift at the So Dau ward People's Committee office. "All I needed was my citizen identification card or VNeID to receive 100,000 VND. My family of 6 received 600,000 VND," Giang said.
In Ngo Quyen ward, officials started compiling lists and assigning personnel for gift distribution on August 30th. "We have set up three distribution points based on neighborhood groups, operating continuously from morning to night for quick and easy distribution," an official said.
Wards and communes across Hai Phong have set up distribution points, with additional support from teachers. Residents are enthusiastic. "My family will enjoy the military parade and celebrate with the gift money to mark this important holiday," said Tran Hieu, from Hai An ward.
Tran Van Quan, vice chairman of the Hai Phong City People's Committee, has directed the Department of Finance, the State Bank branch, the city police, and local authorities to coordinate in verifying recipients and organizing distribution through appropriate methods (bank transfer or in person), ensuring completion before National Day on September 2nd.
Nationwide, the total budget for National Day gifts exceeds 10.7 trillion VND. By the afternoon of August 31st, the State Treasury reported disbursing over 5.687 trillion VND, reaching 53.2% of the plan. Of this, 5.677 trillion VND was disbursed in cash, and approximately 10 billion VND was transferred through integrated social security accounts on VNeID.
Hanoi, Nghe An, and Thanh Hoa are the three localities with the highest disbursement rates, at 576 billion VND (68%), 425 billion VND (111%), and 433 billion VND (101%), respectively. Several provinces have low disbursement rates, below 30%, including Cao Bang, An Giang, Vinh Long, and Quang Ngai.
On the afternoon of August 31st, Prime Minister Pham Minh Chinh issued an official dispatch urging localities to complete gift distribution before September 2nd, ensuring no omissions or duplications.
