At a meeting on 10/9 between the Politburo and the Standing Board of the Party Committee of the Government, Party General Secretary To Lam emphasized the need for improved development institutions linked to building a constructive, ethical, and action-oriented state of law that serves the people in the next term.
The Party Committee of the Government is focusing on perfecting institutions and laws, particularly in investment, land, and planning. This includes expanding national development spaces across regions, sectors, fields, and localities to liberate productive forces, mobilize resources, and create new development momentum.
"Policies are needed to mobilize private sector resources for key infrastructure projects such as highways, high-speed rail, urban rail, energy infrastructure, and national defense industries," the General Secretary stressed. He also highlighted the effective implementation of the international financial center, free trade zones, and new economic models.

The Party leader called for promoting industrialization and modernization, restructuring the economy, and establishing a new growth model driven by science, technology, innovation, and digital transformation. He emphasized the need to develop the digital economy and knowledge economy, focusing on high added value and global competitiveness, especially in new industries and technologies.
The state economy will maintain its leading role in ensuring macroeconomic stability, major balances, strategic direction, and guiding the economy. The private economy is a crucial driver of the national economy, and selective attraction of foreign investment (both direct and indirect) should be enhanced.
Concurrently, the Party Committee of the Government is concentrating resources on developing synchronous, modern, and intelligent infrastructure with international connectivity, expanding new development spaces, and using urban areas as drivers of regional growth.
The General Secretary noted the importance of ensuring energy security to meet the demands of high growth in the new period. Vietnam will invest in several nuclear power plants with appropriate scale, new technologies, and safety measures.
Telecommunications and technology infrastructure will be developed to meet the requirements of the digital economy, especially e-commerce. Key national cultural, sports, education, and healthcare projects with regional and international significance will also be constructed.
Improving the material and spiritual life, and health of the people is essential, combining economic growth with social progress, equity, and comprehensive human development. "Improving social welfare for all citizens, ensuring that everyone benefits from development achievements," the General Secretary noted.

At the meeting, the Politburo listened to a report from the Standing Board of the Party Committee of the Government on the drafting of documents and personnel plans for the 2025-2030 term. They also heard a report on the reception and explanation of comments from central committees, ministries, and branches.
The Politburo assessed that the draft documents and personnel plans had been meticulously, seriously, and elaborately prepared by the Party Committee of the Government in accordance with regulations and guidelines from the Central Committee. The content of the documents reflects the major viewpoints and orientations in the draft documents of the 14th Party Congress, resolutions, conclusions, and directives of the Central Committee and the Politburo, and is consistent with practical realities. The personnel plan generally meets requirements in terms of structure, quantity, standards, and conditions.
