On the afternoon of 25/9, General Secretary To Lam chaired a working session with the standing members of the Party Congress 14 subcommittees to provide feedback on finalizing the draft documents to be submitted to the Congress.
The General Secretary stated that the Party Congress 14 documents have two pillars: the political report and the action program for the 2026-2031 term, affirming the Party's commitment to the people for a new development phase. This phase focuses on stability for breakthroughs; modernity, inclusiveness, and sustainability; ensuring comprehensive security while expanding development space in the context of strategic competition and global transformation.
He noted that the documents need to clearly demonstrate three layers of orientation. The foundational layer is a new-generation development mindset with four strategic transformations. The structural layer comprises five pillars of fundamental security, creating a "shield" against shocks, fluctuations, and risks. The operational layer is an actionable program linked to each subject, resource, responsibility, and specific timeframe.

According to the General Secretary, the Politburo's resolutions (57, 59, 66, 68, 70, 71, and 72) and forthcoming resolutions not only supplement the content but also serve as a "lever" for the prompt implementation of the Party Congress 14 documents. The review of 40 years of renovation must draw out core lessons: upholding the goals of national independence and socialism, principled renovation, promoting the strength of national unity, and placing people at the center as the subject, objective, and driving force of development.
Vietnam needs to combine national strength with the strength of the times, proactively integrate, and seize opportunities from the green transition, digital transformation, and restructuring of the global value chain. The responsibility of each agency, party committee, and cadre must be clearly defined in a "one task - one focal point - one timeframe" mechanism.
Highly appreciating the added content, the General Secretary requested further refinement of the documents, especially incorporating the opinions of the Politburo members and the standing subcommittees at the working session to prepare reports for the Politburo and the Central Committee. He requested that the members of the document subcommittee adhere to the spirit of the meeting for finalization, striving to make the documents a driving force for innovation in thinking and action throughout the political system, igniting the aspiration for development and promoting national unity.
"We will transform the documents into tools for modern leadership and governance, creating a solid foundation for the 2035-2045 goals. This is also a commitment to the people: words must match deeds, plans must match action, and results are the ultimate measure," the General Secretary emphasized.
At the working session, the standing members of the Party Congress 14 subcommittees reported on the preparation of draft documents to be submitted to the Politburo and the 13th Central Committee meeting, including: the political report; a summary report on theoretical and practical issues over 40 years of renovation; and a summary report on 15 years of implementing the Party Charter.
