On the afternoon of 13/9, the National Assembly's Party Committee held a thematic conference on "Digital literacy - Digital National Assembly: Digital knowledge and skills framework for a modern National Assembly."
The General Secretary highlighted that when the Politburo was preparing to issue Resolution 57, a large percentage of citizens and officials still lacked a firm grasp of digital transformation. The resolution identifies this as a central political task, requiring the involvement of the entire political system and society.
According to the General Secretary, the "Digital literacy - Digital National Assembly" movement launched today aims to disseminate digital knowledge to all representatives and officials within the National Assembly system, continuing the nation's tradition of learning and inquiry in the modern era. He commended the Party Committee and the National Assembly for their systematic and scientific implementation of the movement, contributing to the formation of a digital mindset, a culture of technology application in work, and accompanying voters in accessing digital knowledge.

The General Secretary requested the National Assembly's Party Committee to promptly issue a framework for digital knowledge and skills, along with training materials and lectures after the conference. The training should be "right person, right need," avoiding widespread, perfunctory training. He called for the completion of a comprehensive digital knowledge platform, the development of electronic materials and online lectures, and the application of mobile learning to facilitate learning anytime, anywhere.
"Digital transformation without data means there is no digital transformation. Data must be accurate, complete, clean, and dynamic; if it's wrong, it will produce wrong results," the General Secretary said. He emphasized that data sources must be nurtured daily and regularly updated. Artificial intelligence derives its basis and vitality from data. Without data, artificial intelligence "will also suffer, or produce undesired outcomes."
He urged agencies, sectors, and individuals to focus on building data while ensuring security and safety, preventing situations where "we create, others control," or where confidentiality is compromised. This is particularly dangerous and erodes public trust when personal data is attacked.

In addition to data, the General Secretary emphasized that the legal system must facilitate digital transformation in all aspects of life, and the National Assembly needs to handle this significant workload. He also called for ensuring digital infrastructure and information technology, from transmission systems to hardware and software. Attention must be paid to the human element with trained and nurtured personnel, a professional workforce, and a sufficiently large budget to keep up with rapid technological advancements.
"I call on all comrades to continue to enthusiastically respond, set an example in lifelong learning and innovation, and turn digital literacy into a profound revolutionary movement of the entire Party, people, and political system," the General Secretary said.
National Assembly Chairman Tran Thanh Man stressed that this thematic conference demonstrates the determination for digital transformation in the National Assembly's execution of its duties. The conference equips representatives, officials, and public employees with knowledge and skills, enhancing their awareness and actions, particularly in lawmaking, supervision, and deciding on important issues.

This is the largest conference ever organized by the National Assembly's Party Committee. Over 750 delegates attended in person at Dien Hong Hall. Approximately 10,000 other delegates registered to participate online at 47 locations nationwide, including 33 locations of National Assembly delegations and standing committees of provincial and city People's Councils, along with 3,321 commune-level People's Councils.
