The first Congress of the Party Committees of Central Party Agencies for the 2025-2030 term opened on 24/9 with 293 delegates in attendance.

In his address, Party General Secretary To Lam emphasized the crucial role of the Party Committees of Central Party Agencies within the political system. These committees house strategic advisory bodies, judicial, theoretical, training, press, and publishing agencies. Following recent consolidation and streamlining, the organization now faces even greater responsibilities despite its leaner structure.

According to the General Secretary, every policy, document, and resolution of the Party bears the clear mark of strategic advice from the Central Party Agencies. Vietnam is at a turning point, with a historic opportunity for rapid and sustainable development. The nation aims to become a high-middle-income developing country by 2030 and a high-income developed country by 2045.

To achieve this, the Party must enhance its leadership, governance, policy formulation, and implementation. The quality of the Central Party Agencies' operations is decisive for the Party's leadership and combat strength. The General Secretary urged all Party committees and agencies to operate as a unified "strategic advisory headquarters," closely linking advisory, organizational, inspection, internal affairs, propaganda, mass mobilization, theoretical, and communication functions.

"All advisory work and proposals must stem from reality, from the aspirations and legitimate interests of the people," the General Secretary stressed, "closely connected with the people, consolidating trust and the blood ties between the Party, the State, and the people, so that the people are truly the roots and solid foundation of the Party."

He called for the Party Committees to take the lead in grasping the situation, forecasting trends, and proposing strategic solutions, linking theoretical research with practical summaries and policy orientation. In the immediate future, the agencies need to focus on advising on the implementation of core issues decided by the 14th Party Congress, ensuring the effective realization of three major goals: maintaining stability, achieving rapid and sustainable development, and improving people's lives.

The General Secretary emphasized maintaining strict discipline, shifting inspection and supervision from passive to proactive, ensuring "no dark corners or gaps remain beyond the reach of inspection and supervision." Party agencies must set an example in combating corruption, negativity, vested interests, bureaucracy, and detachment from the people, building a clean, streamlined, effective, and efficient apparatus.

He highlighted the improvement of cadre quality as the "key of keys" in Party building. The Party Committee needs to innovate in cadre evaluation, selection, and utilization, advising on the development of a contingent of committee-level cadres, leaders, managers, and strategic advisors who meet the requirements of national development in the new era.

"It is necessary to research and propose mechanisms and policies to attract talent, encourage and motivate cadres to work with peace of mind and make long-term contributions to the Party and the nation," the General Secretary stated.
