Mr. Tuc replaces Le Hoai Trung, who has been assigned to a new role.

Mr. Tuc, 60, is from Nam Truc, Nam Dinh. He holds a master's degree and is a member of the 13th central committee of the communist party of Vietnam. Before March 2014, he served as vice president of the Vietnam chamber of commerce and industry (VCCI). He was then appointed deputy secretary of the Can Tho city party committee and later became deputy head of the central party's internal affairs commission.
He served as secretary of the Nam Dinh provincial party committee from May 2021. In November 2024, the politburo appointed him as deputy chief of the party central office, a position he held until this recent appointment.
The party central office is a crucial strategic and confidential advisory body serving the party's central committee, specifically the politburo and the secretariat. It plays a central role in organizing the party's leadership activities. The office serves as the central hub for information and data, coordinating the activities of the central party and its affiliated agencies. It also manages the party's finances and assets, ensuring the smooth operation of the central party.
The office is currently led by Mr. Tuc, along with deputy chiefs Lam Thi Phuong Thanh, Le Khanh Toan, Vo Thanh Hung, and Dang Khanh Toan.
