The Ho Chi Minh City Department of Finance provided this information at a press conference on the city's socio-economic situation on the afternoon of 18/9.
The project is publicly funded. The Ho Chi Minh City People's Committee assigned relevant departments to prepare a pre-feasibility study report, propose investment policies, and gather feedback from related agencies and units. However, due to inconsistencies between the project's architectural planning and the approved sub-area plan, adjustments are being made to the 1/2000 scale sub-area plan for the project site.

According to the Department of Finance, after working with relevant units, the plan adjustment is expected to be finalized by 4/2026. By 5/2026, authorities will appraise and decide on the project's investment policy. The city aims to commence construction in Q3 2027 and complete it in Q1 2029.
The Phan Dinh Phung stadium project, located at the intersection of Pasteur, Nguyen Dinh Chieu, Nam Ky Khoi Nghia, and Vo Van Tan streets (formerly District 3, now Xuan Hoa ward), received initial investment approval under a build-transfer (BT) contract in 2008. Construction began in 3/2010, with An Tao Co., Ltd. and the Compensation and Site Clearance Corporation designated as investors. However, An Tao Co., Ltd. later withdrew.
In 1/2018, the People's Committee appointed a consortium of the Compensation and Site Clearance Corporation and Phat Dat Real Estate Development JSC as the new investor. However, several factors caused further delays, including issues surrounding the land plots intended for the BT contract settlement.
In late 4 of last year, after 15 years of delays, the Ho Chi Minh City People's Committee decided to terminate the BT contract and switch to public funding for the stadium's construction.
The Ho Chi Minh City Department of Culture and Sports' pre-feasibility study for the Phan Dinh Phung Sports Center estimated the construction cost at 1,850 billion VND. The project covers over 14,400 m2. The proposed construction density is 50%, with a land use coefficient of 2.0. The building will have three above-ground floors and 3.5 basement levels. The total floor area (including the basement) is over 59,600 m2.
The facility will accommodate 13 sports, including volleyball, basketball, fencing, badminton, wrestling, and handball, with 4,000-5,000 seats.
