Le Van Loi, 51, a professor and doctor of philosophy from Nghe An province, has been appointed president of VASS. He previously served as deputy director of the Ho Chi Minh National Academy of Politics.
Before his appointment, Loi held various positions at the Ho Chi Minh National Academy of Politics, including deputy head and head of the Department of Science Management. He was appointed deputy director of the academy in 2/2020 by the Party Secretariat.

Established in 1953, VASS is a government agency that conducts fundamental research on social sciences. It provides the Party and State with information for policy-making and offers postgraduate training.
Phan Chi Hieu, 56, a doctor of law, has been appointed deputy minister of justice. Hieu previously served as deputy head of the Ministry of Justice's office, director of the Judicial Academy, and rector of Hanoi Law University.
He first became deputy minister of justice in 8/2014. In 1/2023, he was appointed president of VASS.

The current minister of justice is Nguyen Hai Ninh. The deputy ministers are Dang Hoang Oanh, Nguyen Thanh Tinh, Mai Luong Khoi, Nguyen Thanh Ngoc, Nguyen Thanh Tu, and Phan Chi Hieu.
The prime minister also appointed Tran Hong Thai, 51, from Ha Tinh province, as permanent vice president of VAST. Thai was previously the deputy secretary of the Lam Dong Provincial Party Committee and chairman of the provincial People's Council.

Thai studied in Russia and received his doctorate in earth sciences and mathematics from Heidelberg University in Germany. He has worked in meteorology and hydrology for many years, serving as deputy general director of the National Center for Hydro-Meteorological Forecasting and then as general director of the General Department of Meteorology and Hydrology. In 8/2024, he was elected chairman of the Lam Dong Provincial People's Committee, and a year later, he also became chairman of the provincial People's Council.
VAST conducts research in natural sciences, develops technology, trains highly qualified personnel, and contributes to national science and technology development strategies and policies.
