On 31/8, prime minister Pham Minh Chinh issued an official dispatch to all units and localities, urging them to accelerate the distribution of national day gifts. The dispatch emphasized that following the Politburo's approval, the Ministry of Finance has transferred all necessary funds to the localities. Some areas have already disbursed the gifts to residents, but others are experiencing delays.
The prime minister requested local leaders to directly oversee and review the situation, coordinating with the Ministry of Public Security, the Ministry of Finance, and the State Bank to resolve any difficulties and ensure timely disbursement to every citizen. The Ministry of Public Security, the Ministry of Finance, and the State Bank Governor are responsible for guiding the methods of transferring and receiving gifts, either in cash or via bank transfer, and promptly addressing any arising issues.

On the evening of 28/8, the prime minister announced that the Politburo had approved a gift of 100,000 VND for every citizen to commemorate the 80th anniversary of the August Revolution and the National Day on 2/9.
By the afternoon of 31/8, the State Treasury reported that over 5,687 billion VND had been disbursed, equivalent to approximately 53.2% of the planned expenditure (over 10,700 billion VND). Of this amount, 5,677 billion VND was distributed in cash, and about 10 billion VND was transferred through integrated social security accounts on VNeID.
Hanoi, Nghe An, and Thanh Hoa are the three localities with the highest disbursement rates: Hanoi 576 billion VND (68%), Nghe An 425 billion VND (111%), and Thanh Hoa 433 billion VND (101%). Several provinces have low disbursement rates, below 30%, including Cao Bang, An Giang, Vinh Long, and Quang Ngai.
According to the government's resolution, citizens can receive the money through their integrated social security accounts on VNeID or directly at designated disbursement points set up by local authorities. The distribution is based on registered households, with the amount calculated per capita using national data. The head of the household or an authorized representative will receive and distribute the funds to other members. For citizens without permanent residency registration, gifts are given directly to individuals or their authorized representatives.
Currently, 30 banks and e-wallets are linked with VNeID to facilitate social security payments: Agribank, VietinBank, BIDV, Vietcombank, LPBank, Vikki Bank, MB, PVcomBank, HDBank, ShinhanBank, Co-opBank, TPBank, NCB, NamABank, Kienlongbank, BVBank, ACB, MSB, Sacombank, BaoViet Bank, Techcombank, ABBank, VIB, VPBank, SaigonBank, VietABank, MBV. The e-wallets include Viettel Money, MobiFone Money, and VNPT Money.
