Phuong Thanh Investment and Transport Construction Joint Stock Company has petitioned the Ministry of Construction to consider adjusting the Phap Van - Cau Gie expressway planning to an 8-10 lane scale, differing from the current 10-12 lane orientation.
The existing expressway features six complete lanes with a design speed of 100 km/h. According to the road network master plan for the 2021-2030 period, with a vision to 2050, the route is slated for expansion to 10-12 lanes. Specifically, the Phap Van - Ring Road 4 section is planned for 12 lanes, and the Ring Road 4 - Cau Gie section for 10 lanes.
In 2025, the Ministry of Construction assigned Phuong Thanh Investment and Transport Construction Joint Stock Company the task of preparing a feasibility study report for the expressway's expansion project under a public-private partnership (PPP) model. The company subsequently commissioned Transport Engineering Design Inc. to conduct surveys and compile the report.
The company asserts that the transport network in southern Hanoi has significantly changed since the initial planning approval in early 2025. Based on updated information regarding new projects, the consulting unit forecasts that 60-70% of traffic on the Phap Van - Cau Gie route could divert to other new routes.
Consequently, the investor recommends adjusting the scale to ensure efficiency and avoid resource waste. The company proposes a 10-lane scale for the Phap Van - Ring Road 4 section and an 8-lane scale for the Ring Road 4 - Cau Gie section.

This adjustment is deemed necessary due to the addition of numerous parallel and directly connecting axes within Hanoi's southern transport planning. In 3/2026, the Hanoi People's Council approved the capital's comprehensive master plan with a 100-year vision, which includes a series of new routes.
Notably, National Highway 1A is undergoing renovation and expansion via a PPP model, stretching approximately 36.3 km from the Dai Co Viet interchange to Cau Gie. This project will expand the highway from 6 to 16 lanes, with completion anticipated in 2030.
The Red River Landscape Boulevard, extending from Hong Ha Bridge to Me So Bridge and projected to reach Phu Xuyen, spans approximately 80 km with 8-10 lanes. A feasibility study report for this project is currently underway, with completion also expected in 2030.
Additional planned developments include the Ngoc Hoi - Phu Xuyen axis, designed for 6-8 lanes, and the upgrade of the southern Hanoi axis from Ha Dong to Phu Xuyen into a 4-6 lane expressway. Furthermore, Ring Road 3.5, Ring Road 4, Ring Road 4.5, and Ring Road 5, along with several radial axes and inter-regional connecting routes, are all being expedited.
The Phap Van - Cau Gie expressway, approximately 29 km long, serves as a vital artery in southern Hanoi. It begins at the Phap Van interchange and concludes at the Dai Xuyen interchange. The current daily traffic volume is around 85,000 vehicles, significantly exceeding its design capacity of approximately 55,400 vehicles per day.
Under the proposed plan, the expressway would gain four additional elevated lanes in the Phap Van - Ring Road 4 section, while the Ring Road 4 - Cau Gie section would be expanded by two lanes at ground level.
