The project uses a design-build approach. Technical solutions for the embankment include: excavating organic soil, laying reinforced geotextiles, and managing water with mechanical rainwater trenches and concrete wastewater canals.

The Military Region 4 Command is the construction unit, coordinating with Brigade 384 and Corps 12. Division 968 mobilized forces to assist.
Quang Tri province directed units to expedite site clearance, construct service roads, relocate residents' property, and secure appropriate soil for backfilling. The project is expected to be completed on 31/12.

The groundbreaking follows severe criticism from prime minister Pham Minh Chinh regarding the province's delayed response to the landslide. On the morning of 9/12, during a national meeting for the "Quang Trung Campaign", the prime minister "severely criticized" Quang Tri province for its inaction regarding the landslide, demanding a report that same day. On the afternoon of 13/12, during a meeting with Quang Tri province and various ministries, the prime minister issued a second criticism of the locality. He stressed that the delay constituted a shortcoming. The province must review and address the responsibilities of involved groups and individuals, reporting to higher authorities with a spirit of humility, seriousness, and honesty.
The landslide occurred from 16 to 17/11, when heavy rain triggered a collapse on the stream slope behind the Hung Vuong Street residential area in Hamlet 3A, Khe Sanh commune. The affected area spans about 170 m, with a slope 15 m deep and 30 m wide, covering over 5,000 m2. This incident damaged the rear sections of two houses and threatened ten neighboring homes. Authorities relocated 12 households to a two-story building, the former headquarters of the Huong Hoa district Labor Federation. On 25/11, the provincial people's committee declared a natural disaster emergency in the landslide zone.
