Road construction causes traffic jams, investor fined by traffic police

An investor has been fined by police for failing to arrange traffic controllers, which caused frequent congestion during a construction project in former Thu Duc City.

On 11/1, the Thu Duc Regional Investment and Construction Project Management Board, the investor behind the Lo Lu road expansion project, was issued a fine by the Rach Chiec Traffic Police Team, part of the Ho Chi Minh City Traffic Police Department, for violating traffic safety regulations during construction.

Police stated that at the Lo Lu – La Xuan Oai intersection, a high-traffic area, the investor failed to deploy traffic controllers or install required signaling devices. Surveillance cameras revealed that the area regularly experienced peak-hour congestion, yet the contractor implemented no corrective actions.

For these violations, the investor faces a fine of 2–6 million VND under Decree 100/2019. They are also required to install additional signs, traffic cones, and barriers, as well as clear materials and vehicles from the construction zone.

The Lo Lu road upgrade and expansion project, spanning over 2 km, is divided into two sections. The first section, over 1.7 km long, will be expanded to 25 meters, connecting La Xuan Oai road to the Lap bridge project. The second section, approximately 267 meters long and 16 meters wide, runs from Chum Chup bridge to Nguyen Xien road.

Construction commenced in 4/2020 with a total investment exceeding 755 billion VND, but the project faced years of delays due to land clearance obstacles, leading to the road's deterioration. By 2025, compensation efforts were largely completed, allowing the project to resume. It is now projected for completion in Q2, which will significantly improve traffic flow in eastern Ho Chi Minh City.
