On the morning of 18/9, at the Ministry of Public Security headquarters, the prime minister attended a national conference to implement Resolution 147 on the National Strategy for Prevention and Response to Nontraditional Security Threats to 2030, with a vision to 2045. He stated that this is a global issue that no single nation can address alone. Therefore, Vietnam needs to be proactive domestically while strengthening international cooperation.

According to the prime minister, nontraditional security challenges are directly impacting sustainable development and people's lives. Climate change, natural disasters, and extreme weather events are becoming more frequent and intense, as exemplified by Typhoon Yagi in 2024.
The Covid-19 pandemic has left lasting consequences, while energy, food, and water security continue to fluctuate. Technology and artificial intelligence, while presenting opportunities, also contribute to the rise in transnational crime, online fraud, cyberattacks, and personal data theft.
The prime minister affirmed that prevention must be prioritized, based on science, innovation, and digital transformation. He called for enhanced early warning and forecasting capabilities, developing response scenarios, and advancing digital technologies, AI, big data, and sensor networks for risk modeling.

In addition, agencies must improve the legal framework, mobilize domestic and international resources, and develop a green, sustainable economy capable of withstanding environmental and social shocks.
"The implementation of the overall strategy will only succeed if all levels, sectors, and localities act decisively, focus their work, clearly assign responsibilities, strengthen inspection and supervision, and promote the role of the people," the prime minister said.
In his opening remarks, Minister of Public Security Luong Tam Quang emphasized that Vietnam is one of the countries most severely affected by nontraditional security threats, which have a profound impact on the economy, politics, culture, society, and national defense and security.
In the past, many strategies have been issued but lacked a comprehensive approach, leading to fragmentation and wasted resources. Therefore, the development of this National Strategy is necessary to unify direction and create a foundation for effective and sustainable responses in the new period.
