Pilot Nguyen Hoang Hai Quang, 30, from Quang Nam province and serving in the 925th Regiment, 372nd Division, will be honored at the 11th All-Army Congress on 24/9. Quang flies the Su-27, a modern Russian fighter jet, participating in training exercises and maintaining combat readiness around the clock in all weather conditions. In 2023, he won third place in the Ministry of National Defense's all-around pilot competition.
Lieutenant Colonel Le Thi Hang, director of the C4 Center and the first female Hero of the People's Armed Forces in peacetime, is also being recognized. She is known for her innovative approaches to mastering defense technology and promoting "Made in Vietnam" products in the aerospace industry.
The 12th Corps is being honored for its work in constructing 40 resettlement houses for the people of Lang Nu (Lao Cai) after Typhoon Yagi and completing the Phong Chau bridge (Phu Tho).
Major General Pham Van Ty, along with his team, is being recognized for their participation in the earthquake rescue efforts in Myanmar.

The congress will summarize the emulation movement from 2020-2025 and set the direction for 2026-2030, according to Colonel Nguyen Van Tam, deputy head of the Emulation and Commendation Department of the Propaganda and Training Department (General Department of Politics).
Over the past 5 years, the emulation movement has coincided with major milestones for the army, from participating in Covid-19 prevention and rescue efforts to parades commemorating the 50th anniversary of the liberation of southern Vietnam and the 80th anniversary of National Day. This congress will honor 304 individuals and groups for outstanding achievements in national defense, training, scientific research, and production.
The criteria for selecting outstanding groups include being commended for at least 4 out of the past 5 years, with 3 of those years achieving emulation flags or the title of "Victorious." Individuals must have been recognized as exemplary soldiers at the grassroots level or achieved particularly outstanding results at least three times. "The number of units and individuals meeting the standards is very large, but within the framework of the Congress, we have carefully selected and allocated representatives from various units," Colonel Tam said.
The congress will also feature an exchange program to share inspiring stories from exemplary individuals, contributing to the promotion of the Uncle Ho's Army tradition in the new era.
