On 21/9, the Government's Steering Committee issued a plan to restructure public service units, state-owned enterprises, and organizations within the administrative system.
Universities that fail to meet standards will be merged or closed. Some research institutes may merge with higher education institutions, and some universities will be transferred to local management. Vietnam will also establish advanced training centers specializing in artificial intelligence.
Public preschools, primary schools, junior high schools, high schools, and integrated schools will generally remain unchanged, with adjustments only made to better serve student and community needs. In mountainous, remote, and ethnic minority areas, satellite schools will continue to be consolidated into boarding and semi-boarding schools at the commune or inter-commune level.
Vocational education institutions will be reorganized for efficiency. Vocational and continuing education centers will be merged into vocational high schools, equivalent to regular high schools, under the Department of Education and Training, providing public services at the ward and commune levels. Each province or city will have no more than three vocational schools.

Some hospitals under the Ministry of Health will be transferred to provincial management. The Ministry of Health will manage specialized, high-tech, and leading hospitals for professional guidance, human resource training, scientific research, and responses to epidemics, natural disasters, and catastrophes.
Provincial public hospitals will remain; each locality will strive to have one specialized hospital and one geriatric hospital. Commune and ward health stations and special zone clinics will be strengthened, along with examination points, to meet the needs of disease prevention and primary health care. District-level health centers and general hospitals will be under the management of the Department of Health.
The preventive health system will be modernized to enable early warning, surveillance, and disease control; the expanded immunization program will be enhanced in scope and target population.
The Steering Committee requires the restructuring of state-owned enterprises, focusing on key, essential, and strategic sectors; important areas related to national defense and security; and fields where the private sector does not participate.
Ministries, sectors, and localities must develop restructuring plans and submit them to the Steering Committee by 25/9.
