The reassignment took place immediately following instructions from the Standing Board of the Provincial Party Committee and a meeting with the Party Committee of the People's Committee, officials from the Thanh Hoa Provincial People's Committee Office said on 12/9.

This measure aims to "ensure the smooth operation" of the local government at both provincial and district levels.

According to the decision, Mai Xuan Liem will continue his previous duties while assuming several important responsibilities and authorities typically held by the chairman. Specifically, he will oversee all activities of the People's Committee, directly managing provincial planning, urban development master plans, functional subdivisions, and new urban areas.

Liem will also be responsible for developing socio-economic plans, managing annual and long-term state budget estimates, and allocating public financial resources. He is authorized to make decisions or submit proposals to relevant authorities regarding investment policies, investment locations for state-funded and non-budget projects, including mineral projects, land auctions, and investor selection for land-use projects.

Furthermore, he will directly oversee national defense and security, inspection, anti-corruption efforts, natural resources and environment, development programs for the Nghi Son Economic Zone, and industrial parks. He will also manage unexpected, sensitive, and strategic tasks.

The other vice chairman, Dau Thanh Tung, currently in charge of culture and social affairs, will take on added responsibilities in economics, investment, and foreign affairs. He will directly manage banking, treasury, state reserves, corporate finance, enterprise and private sector development, cooperatives, and the collective economy.

Additionally, Tung will oversee legal and judicial matters such as drafting and reviewing legal documents, civil judgment enforcement, notary services, household registration, citizenship, and legal aid. He will also manage trade, customs, import-export, market management, trade and tourism promotion, international integration, foreign affairs, and border control. He will also be directly responsible for investment promotion, investor support, administrative reform, statistics, and archives management.

Previously, the Secretary of the Thanh Hoa Provincial Party Committee, Nguyen Doan Anh, sent an official dispatch to the Standing Board of the Party Committee of the People's Committee and the People's Committee. The document stated that Vice Chairman Mai Xuan Liem would be in charge of the committee while Chairman Do Minh Tuan and Permanent Vice Chairman Nguyen Van Thi were both absent. This was to ensure the continuous operation of the administrative body.

The Provincial Party Committee also assigned Do Hong Quang, Deputy Secretary of the Party Committee of the People's Committee, to manage the committee's work.

Regarding the Provincial People's Council, during the absence of Lai The Nguyen, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the People's Council, Le Tien Lam, Permanent Vice Chairman of the People's Council, was assigned to manage its operations.

At the Department of Industry and Trade, Tran Duc Luong, Deputy Director, was assigned to take charge during the absence of Director Tran Anh Chung.

These decisions will remain in effect until the Standing Board of the Provincial Party Committee issues new instructions. Currently, leaders of the Provincial Party Committee and the People's Committee have not provided reasons for the absences of the aforementioned officials.

The leadership of the Thanh Hoa Provincial People's Committee for the 2021-2026 term, in addition to Chairman Do Minh Tuan, includes three vice chairmen: Nguyen Van Thi, Mai Xuan Liem, and Dau Thanh Tung. Another vice chairman, Le Duc Giang, was previously prosecuted and detained by the Police Department for Investigation of Corruption, Economic, and Smuggling Crimes (C03) for investigation of abuse of power.
