Nguyen Quang Duong, deputy head of the central organization commission, announced the politburo's decision on August 25. Tran Luu Quang, a member of the 13th central committee secretariat, will replace Nguyen Van Nen, who has been assigned as head of the documents subcommittee for the 14th national party congress.
This marks Quang's second time serving in Ho Chi Minh City. He previously held the position of permanent deputy secretary of the city's party committee from 2015 to 2020 for over two years. At 52, upon accepting the role, he expressed concerns about his own limitations. His tenure as deputy secretary coincided with the Covid-19 outbreak in the city.

Born in Tay Ninh province, Quang holds a master's degree in public administration and a degree in mechanical engineering. He has a long history of working in Tay Ninh province, having served as deputy director of the department of planning and investment, chairman of the Trang Bang district people's committee, secretary of the Trang Bang district party committee, permanent vice chairman of the Tay Ninh provincial people's committee, and secretary of the Tay Ninh provincial party committee.
In 2/2019, Quang became permanent deputy secretary of the Ho Chi Minh City party committee. Over two years later, the politburo appointed him as the party secretary of Hai Phong City. In 1/2023, the 15th national assembly, during its second extraordinary session, approved his appointment as deputy prime minister.
In 8/2024, the politburo assigned him the position of head of the central economic commission, which was renamed the central policy and strategy commission in 2/2025.
The standing committee of the Ho Chi Minh City party committee currently has five members, headed by Quang. The four deputy secretaries are Nguyen Van Duoc, 57 (chairman of the city people's committee); Vo Van Minh, 53 (chairman of the city people's council); Nguyen Phuoc Loc, 55 (chairman of the city's Vietnam fatherland front committee); and Dang Minh Thong, 48.
Nguyen Van Nen, while leading the documents subcommittee for the 14th national party congress, will continue to oversee the Ho Chi Minh City party organization until the congress takes place.
After its recent expansion, Ho Chi Minh City now covers over 6,700 km2 and has a population of approximately 15 million, making it Vietnam's largest metropolis with substantial economic potential and challenges. The city aims for at least 8.5% growth this year and a budget revenue of nearly 700,000 trillion VND.
