Ho Chi Minh City (TP HCM) has formed a steering committee to oversee the review of Resolution 31 and the development of a special urban law. Party Secretary Tran Luu Quang has been appointed as the head of this committee, according to a decision from the Standing Board of the TP HCM Party Committee.
The committee includes two deputy heads: Le Quoc Phong, Permanent Deputy Secretary of the City Party Committee, who will directly oversee the preparation of the summary report for Resolution 31 (a Politburo resolution on TP HCM's development); and Nguyen Van Duoc, Chairman of the TP HCM People's Committee, who will be responsible for researching and proposing the special urban law project.
The committee also comprises nine members, including leaders from the People's Council, People's Committee, various departments, and the Institute for Development Studies.

A primary responsibility of the steering committee is to organize a comprehensive and objective review of Resolution 31's implementation. This assessment will evaluate its effectiveness over the past three years, ensuring it aligns with stated goals and accurately reflects practical outcomes. Based on these findings, the committee will advise the Politburo on issuing a new resolution for TP HCM's development in the upcoming period.
Another key task involves researching and drafting a special urban law. This legislation aims to refine the institutional framework for urban development, enhancing decentralization and delegation of power. Such measures are intended to enable TP HCM to fully leverage its dynamic and innovative potential.
The steering committee operates on a part-time basis, with members utilizing the administrative apparatus and seals of their respective agencies to carry out their duties. The head of the committee assigns specific tasks, and the permanent deputy head is authorized to sign decisions establishing task forces as needed.
The development of a dedicated law for TP HCM has been a long-standing proposal by many experts. This initiative seeks to establish a stable legal framework, replacing temporary pilot mechanisms, thereby enabling the city to develop in line with its role as a leading economic hub.
Resolution 31 of the Politburo outlines TP HCM's development trajectory, aiming for it to become a regional and Asian hub for economics, finance, services, and technology. By 2030, the city aspires to be a smart, modern urban center, achieving an 8-8.5% annual growth rate and an average gross regional domestic product per capita of approximately 14,500 USD.
Earlier, at a workshop on 13/3, Nguyen Van Duoc, Chairman of the TP HCM People's Committee, announced that the Politburo had approved the city's proposal to develop a special urban law, similar to Hanoi's Capital Law.
Under the proposed timeline, TP HCM expects to finalize the law's outline in March, complete the draft by April, gather feedback in May-June, and present it to the 16th National Assembly for consideration by the end of this year.
