Hoang Trung Dung, Deputy Head of the Central Organization Commission, presented the Secretariat's decision to Nguyen Manh Quyen on the morning of 17/3 at the Hung Yen Provincial Party Committee headquarters.
Nguyen Huu Nghia chairs the Hung Yen Provincial Party Committee. Its four deputy secretaries are: Pham Quang Ngoc, Chairman of the People's Committee; Tran Quoc Toan, Chairman of the Fatherland Front; Tran Quoc Van, Chairman of the People's Council; and Nguyen Manh Quyen.

Nguyen Manh Quyen, 51, a Hanoi native, holds a doctorate in public administration, along with bachelor's degrees in economics, foreign languages, and administration.
After graduating from Hanoi University, he started his career at the former Ha Tay Department of Planning and Investment. His career progressed to include roles such as Deputy Director and later Director of the Hanoi Department of Planning and Investment, and Deputy Secretary of Quoc Oai District Party Committee and Chairman of Quoc Oai District People's Committee.
Since 12/2020, he has served as Vice Chairman of the Hanoi People's Committee. For nearly six years, his responsibilities have included: foreign affairs, tourism, land, surveying and mapping; site clearance, compensation, support, resettlement; water resources, minerals, geology; environmental pollution treatment; and power and energy development.
Hung Yen province, formed in 7/2025 from the merger of Hung Yen and Thai Binh provinces, spans over 2,500 km2 and has a population of approximately 3,56 million.
The Provincial Party Congress in early 10/2025 outlined ambitious goals for Hung Yen: by 2035, it aims to become a modern industrial province, meeting type 1 urban area criteria. By 2045, the province envisions itself as a centrally-governed smart, ecological city, boasting a leading modern industry and a robust marine economic hub in the North.
