On 19/9, Prime Minister Pham Minh Chinh reappointed Senior Lieutenant General Pham Hoai Nam as a deputy defense minister.
Senior Lieutenant General Hoang Xuan Chien, 64, from Hung Yen, is a member of the 12th and 13th Central Committees of the Communist Party of Vietnam and holds a doctorate in law. He was appointed deputy defense minister in July 2020 and promoted from lieutenant general to senior lieutenant general in October of the same year. Previously, he served as commander of the Vietnam Border Guard.

Senior Lieutenant General Vu Hai San, 64, from Ninh Binh, is also a member of the 12th and 13th Central Committees of the Communist Party of Vietnam and holds a bachelor's degree in military science. Before becoming deputy defense minister in July 2020, he served as commander of Military Region 3.

Senior Lieutenant General Pham Hoai Nam, 58, from Gia Lai, is a member of the 11th (alternate), 12th, and 13th Central Committees of the Communist Party of Vietnam and holds a degree in maritime engineering. He served as commander of the Vietnam People's Navy before becoming deputy defense minister in July 2020.

The Ministry of National Defense, under the government, manages the national defense, the Vietnam People's Army, and the militia and self-defense forces. It also directs and commands the Vietnam People's Army, militia, and self-defense forces, along with the people, in people's warfare under the leadership of the Communist Party of Vietnam. Its goal is to prevent and defeat all sabotage and aggression, firmly safeguarding the independence, sovereignty, and territorial integrity of the nation.
Currently, the minister of national defense is General Phan Van Giang; the director of the General Department of Politics of the Vietnam People's Army is General Trinh Van Quyet; and the chief of the general staff of the Vietnam People's Army and deputy defense minister is General Nguyen Tan Cuong.
Other deputy defense ministers include Senior Lieutenant Generals Vo Minh Luong, Le Huy Vinh, Nguyen Hong Thai, Nguyen Truong Thang, Nguyen Van Hien, and Nguyen Quang Ngoc.
