The Hanoi City People's Committee has approved an investment project for the construction of an underpass at the Me Tri - Duong Dinh Nghe - Ring Road 3 intersection.
Vice Chairman Duong Duc Tuan of the city people's committee recently signed the decision, outlining the project's goals: to resolve traffic conflicts, significantly reduce congestion at the intersection, and cut down on associated costs and waiting times. It also aims to lessen urban environmental pollution and contribute to the gradual completion of the city's approved transportation infrastructure.

The underpass will be 655 meters long, featuring six lanes, and will run in the Me Tri – Duong Dinh Nghe direction. It includes a 120-meter closed tunnel section, a 200-meter open tunnel section, and 335 meters of retaining walls and wheel curbs. The construction site is located across Tu Liem, Cau Giay, and Yen Hoa wards.
The City Traffic Construction Investment Project Management Board has been assigned as the investor for the project. The Department of Construction will oversee construction quality in accordance with its functions, duties, and current regulations. Related departments and agencies are tasked with coordinating and guiding the investor throughout the implementation phase.
Hanoi currently has four underpasses. The Kim Lien underpass, connecting Dai Co Viet street with Xa Dan street, opened in 2009. In 2016, two more underpasses were inaugurated: Trung Hoa, linking Tran Duy Hung street with Thang Long avenue, and Thanh Xuan, addressing congestion between Nguyen Trai street and Ring Road 3. The fourth underpass, Le Van Luong - Ring Road 3, began operations in 10/2022.
