Associate Professor Doctor Vu Hai Quan, 51, from Ninh Binh, is a member of the 14th Central Committee of the Communist Party of Vietnam and a representative of the 15th National Assembly. He is known as an expert in artificial intelligence and is the vice chairman of the Ho Chi Minh City AI Research and Application Development Advisory Council.

After graduating from the Faculty of Mathematics and Informatics at Vietnam National University - Ho Chi Minh City in 1996, Quan stayed on to teach and conduct research. In 2001, he received a scholarship to pursue a doctoral degree at the University of Trento, Italy, joining the spoken language processing group at ITC-irst. In 2/2005, he successfully defended his doctoral dissertation and continued with postdoctoral studies at KU Leuven, Belgium.
Returning to Vietnam in 2007, Quan continued his involvement with Vietnam National University - Ho Chi Minh City in various roles, including vice principal, director of the ITEC International Training Center, and head of the Artificial Intelligence Laboratory (AILab). In 10/2017, he was appointed deputy director of Vietnam National University - Ho Chi Minh City by the prime minister. Three years later, in 8/2020, he was elected secretary of the Party Committee of Vietnam National University - Ho Chi Minh City for the 2020-2025 term. In 1/2021, he assumed the position of director of Vietnam National University - Ho Chi Minh City.
In his leadership roles, Quan has emphasized the importance of innovating university governance mechanisms to promote research. As a result, key research centers such as the Institute of Nanotechnology (INOMAR) have been established, producing numerous high-quality international publications and collaborations with leading universities like Berkeley and UCLA. The university also holds several patents recognized in the US and Europe.
The Ministry of Science and Technology is currently led by Nguyen Manh Hung as minister, with Vu Hai Quan as the permanent deputy minister. Other deputy ministers include Bui The Duy, Le Xuan Dinh, Pham Duc Long, Hoang Minh, and Bui Hoang Phuong.
