Pham Van Thang, owner of Thu Huong restaurant in Ward 1, Bai Chay, Quang Ninh province, was fined on 5/7, according to the Bai Chay Ward People's Committee.
On the afternoon of 25/6, a group of tourists from Phu Tho, including 4 adults and one child, visited Quang Ninh and dined at Thu Huong. They ordered three bowls of seafood noodles, one bowl of porridge, one plate of steamed rice rolls, and one glass of juice.
The bill totaled 810,000 VND. The seafood noodles were priced at 150,000 VND per bowl, the steamed rice rolls at 150,000 VND per serving, the porridge at 150,000 VND per bowl, and the juice at 60,000 VND per glass.

The restaurant's menu listed noodle and porridge dishes ranging from 70,000 VND to 100,000 VND per bowl, with no 150,000 VND option as charged to the tourists.
Upset over the price and the perceived mismatch with the food quality, one tourist shared the experience on social media and with the press, sparking numerous comments.
Responding to the complaint, the Bai Chay Ward People's Committee investigated and confirmed the restaurant's pricing was unclear and misleading.
Mr. Thang was fined 750,000 VND for the pricing violation and ordered to cease the practice.
