The incident occurred at a beach in the Rawai sub-district, Muang district, Thailand. Groups of tourists, primarily from Russia and Europe, were observed sunbathing and swimming without clothes. This practice has sparked considerable outrage among local residents.

The international tourist community refers to this location as "Shadow Beach". According to local officials, some travel bloggers have promoted this secluded sandy area as a "nude beach", attracting many to experience it. The beach stretches along an 800 m coastal trail leading to Laem Phromthep Cape, one of Phuket's famous sunset viewpoints. Authorities confirmed this area is public land, not privately owned, and has no entrance fee.

Rawai residents have voiced strong opposition to these actions, stating that nude sunbathing goes against Thailand's cultural norms and impacts local culture. They urged police, local authorities, and tourism management agencies to intervene promptly, requesting foreign tourists to comply with regulations and dress appropriately at public beaches.
